Default security update KB960859

I have been having trouble with security update KN960859. Windows update
will download and install this update and then minutes later it will tell me
that i need to download and install the update. when i check add/remove
programs it shows that it is there and installed however as i stated above my
comp is not recognizing it. i have worked with tech support to no avail any
suggestions.

Did you restart your computer after the update was installed?

Are you getting this "tech support" from MS or the system's
manufacturer ?
