Default More drive problems

Hi,

I have 2 HDs,
Drive 1 has two FAT32 partitions and on each of them Win98 is on C: and
Win2000 is on D:
on Drive 2 i have another Win2000, the drive is NTFS and the letter is E:

But depending on what OS i boot with the drive letters move around,for
example if i boot my second Win2000 the letter is D: and the win 2000 on the
first drive becomes E:, (C: remains C

Now i want to upgrade my second partition on drive 1 to WinXP but i want to
make sure that all my drive letters stay put.
And also i know that i cannot access NTFS drives in Win98 but how can at
least see them, because when i boot Win98 then my CD becomes letter D:

All I want is to allocate drives regardless who/what I am booting.
