XP Home and Pro unable to browse network

We have around 1000 computers on LAN over four colleges via cisco switches. All computers are in the same workgroup and are assigned IP addresses via DHCP. Operating systems range from Win95 - WinXP Pro with everything in between. WinXP machines are not able to view antything in My Network Places. Error: "workgroup" is not accessable, you may not have permission to access this resource. List of services for this workgroup is not currently available. XP Firewall/third party firewall all disabled. Removed QoS packet scheduler from installed network components. Can ping to and from other machines with no problem.
