Default Weird Workgroups in XP

I am trying to set two computers at home to network in a
shared workgroup.

They are connected to a switch which is connected to a
router that is also a DHCP server.

Both PCs can browse the internet and they have dynamic
IPs allocated.

One computer works great with a workgroup while the other
computer is not working at all.

Bad PC:
I have tried every configuration including every
identical configuaration as Good PC.

Good PC:
Sometimes the other (Bad) PC will show up in the
workgroup under "Microsoft Windows Network" but I cannot
access it. I can browse all its (Good PC) shares and
everything appears normal.

Bad PC:
It takes a long time every time I click on "MS Windows
Network"; finally it shows the workgroup in the list.
When I click on the workgroup though it say the workgroup
is not accessible. and "The list of servers for this
workgroup is not currently available"

What can I be doing wrong? I have un-and-reinstalled the
services in the connections proeperties, changed settings
and allowed everyone access. I don't know what it could
be..
