Default CTRL-ALT-DEL wont work on login screen

I have prevented Administrator from appearing on the
login screen by adding Administrator to the list of users
not to display on this screen.
If Administrator is logged in and the screen saver kicks
in, I get the new GUI login screen, but CTRL-ALT-DEL wont
work, I can't get back into Administrator.
Curiously enough, even normally, the CTRL-ALT-DEL has to
be hit twice before the normal login window appears.
I like the GUI login screen, I don't want to force people
to use ctrl-alt-del to log in, I just want to use it to
get to Administrator (the less prying eyes see, the less
they explore)
How can I ensure that CTRL-ALT-DEL will work?
The pc is XP Pro, home network, Workgroup is HOME, not
WORKGROUP (as per a different MS post which says CTRL-ALT-
DEL wont work if the PC is in WORKGROUP - by design)

Thanks in advance.

Use of double alt-cntrl-del only works when the Welcome=20
screen is being shown for login with no active logins.
When the Welcome screen is being used for the Switch=20
User functionality, double alt-cntrl-del is not active.
This is not a solution to your issue, but just a statement=20
of how it is.

So, what, if any, options do I have?

The login screen only shows 5 users, if I have enough
users setup, Administrator will 'roll off' the top.
How do I get back into Administrator if it does not appear
on the main login screen?
In my case, none of the users that appear are privileged
(as they should be, in my opinion).
