Default file sharing

i posted a message explaining that i re-installed winxp
home addition and now i cant get into a file i had locked
in ntfs file system.. i read an article on "taking
control" and this is what it says:
:Right-click the folder you want to take ownership of,
and then click Properties.
Click the Security tab, and then click OK on the Security
message (if one appears).
Click Advanced, and then click the Owner tab.

my proble is when i right click on the folder and then go
to "properties" there is no Security tab .. how can i fix
this please

In Home you need to be in a F8 Safe Mode boot.
