Default System Restore Problem

I have Windows XP. Was recently wiped out by virus. I had
to reload everything. However, System Restore Tab is
missing from My Computer-Properties. I can not even
start the System Restore logged on as Administrator. Yet
it tells me in the services that it is to be started
automatically. When I click on the start program link I
get an error msg. stating that it could not start the
service as it did not respond in a timely manner. I think
the error # was 1530.
I really need to get System Restore going so I can update
my Windows Media Player.
I have tried everything I know now I really need some
expert advice and walkthrough, please.
