Default Error when trying to enable the Firewall

Please help! I have been trying to enable the Firewall
for my internet access and an error pops up when I click
ok. It reads: An error occurred while Internet Connection
Sharing was being enabled. The Dependency service or
group failed to start.
What do I do to get the Firewall enabled?
Any help that can be given would be greatly appreciated.

Kathy --

Go to Start Run and type: MSCONFIG , and hit enter.
Select "Normal Startup", click "apply" and reboot.

Then immediately turn-on Windows XP's built-in Firewall:
