Default Telnet Port 23 issue

I ran a security scan on my PC thanks to Symantecs Online
Security Check; It informs me that Telnet Port 23 is wide
open and vulnerable. I have disabled Telnet from
CPLADMIN TOOLSSERVICES, I have also enabled the built
in firewall in WinXP Pro 2600 SP1 and made sure that the
advanced settings define that Telnet is not allowed and
additionally I have set up an advanced rule in Sygate
Personal Firewall 5 stating that ALL traffic to and from
TCP Port 23 be blocked using all network connections;
apparently despite all this Symantec reckon that they can
get through & the port is open! What's going on? Am I
missing something or is Symantec inaccurate? Any help,
advice or ideas are appreciated.

Try http://scan.sygatetech.com/ for a second opinion. Something does not sound right.
XP firewall should block access to it even if it is enabled without any special
configuration. Run netstat -ano on your computer. Does it show port 23 tcp listening
or connected?? --- Steve
