Default The shell stopped unexpectedly and Explorer.exe was restarted

I did this Search and of the 38 .cpl matches it found, that file was
not one of them. I also used a dos window to manually look thru the
System32 folder and still did not find that file.

Is it a good thing or a bad thing that I didn't find it?

Bad, because you don't know what is causing the issue. ( The other one
that causes issues is: powercfg

I do have powercfg. Should I do anything with that?
