Default XP client keeps making ICS Host dial when it shouldn't

This is a two computer network - two new Dell XP
machines. ICS works great but the client machine keeps
telling the host to dial for internet when it shouldn't.
Happens about every 15 minutes and tries 3 times - a real
pain !!! Already checked programs for looking for
updates. It did this from the beginning even before I
loaded our programs. Came this way from Dell. They say
it isn't them. How do I find what's making it request the
Internet?

Try this:
On the "client" machine, go to Network Connections and right-click on
the "Local Area Connection" icon. Then click on Properties. Uncheck
the "QoS Packet Scheduler" option. Then click OK.
See if that stops the unwanted dial-outs.
