HELP!!! Can't ping self

The essentials:
Corp LAN
10.x.x.x addressing scheme
Laptop IP from DHCP 10.59.24.140
Workstation IP from DHCP 10.59.24.144
(both on the same hub)

Services Loaded:
Netware Client for Windows
Microsoft Client for Windows
QoS Packet Scheduler
Deterministic Network Enhancer
File and Print Sharing for MS Networks
NWLink Netbiox
NWLink IPX/SPX/Netbios Compatible Transport Protocol
TCP/IP

ICF/ICS is NOT on
TCP/IP is all defaults and gets address from DHCP no
alternate config

I can go anywhere I want to on the internal or external
(internet) networks. Everything works but I can't ping
my laptop and no one can send me exchange messenger
messages, although I can send to them.

I've reconfiged IP per MS:

I don't have ANY firewalls running. I'm not an idiot
I've been doing the networking thing as a profession for
9 years. If this was any of my users machines I'd
reimage it but since it's mine I'd like to know how to
fix it in case it ever comes up again. PLEASE SOMEONE
HELP!!!

Network masks?

255.255.254.0 on both ... I'm starting to lean toward
winsock corruption
