Default Icons drag, but won't drop

So, I'm trying to rearrange the icons on my desktop and I'm having trouble.
The outline of the icon will drag the way that I want it to, but when I let
go, the outline disapears and the icon is still in it's original place. I
already checked all of the settings that I could find and the icons are not
locked, so I don't know what the problem is. Can anybody help me out?

Hello,

Right-click in an empty area in the desktop.

Ensure 'auto arrange' is not checked. If it is, click it to uncheck.
