Default XP to 98 and ADSL

i have a peer to peer network involving a windows 98 comp
a windows XP Pro comp and an ADSL modem running through a
5 port switch
i have managed (finaly) to get the two computers to
connect to the router through the switch AND to ping each
other and am able to play LAN games
HOWEVER i cannot share files or printers
the ICF on the xp comp wont let me share through tcp/ip
(and it doesnt work even if its off)
how do i set up an IPX protacol that i can share files
through
