Default Deleting Files

how do you know nothing is useing it? turn off ALL
services that you can, kill explorer and all processes
too. start a new task from taskmanager, type cmd, and use
dos to delete the file. It probably will at this point...

-----Original Message-----
Would someone please help me with the following problem.

I get the followign message:

Cannot delete FileName: It is being used by another
person or program.
Close any program that might be using the file and try
again later.

No other user or program is using the folder. I have
restarted twice, but still get the same message. I am
using Windows XP Home, and have all the updates.

Where can I find what is locking this file?
