Default PC Slowness

-----Original Message-----
My problem is whenever I open up a new program, it takes
quite a while to load. It use to take about a fraction

of
a second, now it takes about 3 seconds. In addition,
whenever I am playing a game, more specifically
Counterstrike, I have much lag, meaning my computer
processing is very slow. What is the problem? I've
updated everything I can! PLEASE HELP!
.
