Default OE 6 background sound

I have asked questions about why OE suddenly will not allow me to embed
larger files into new messages in several newsgroups. The suggestions have
all been good but the bottom line is that I still cannot embed larger wavs,
short wavs 125kbs or smaller but not bigger.

I have been embedding large wavs in OE for years. What do you suggest to
repair this problem in OE. Below are some of the suggestions that have been
made and that I have tried, but still no solution.

this is a simple e-mail with a large size wav file (618kb) embedded and a
few images.
I use the known attributes of OE to embed both sound and image files.
For sound: OE Main Menu - Format | Sound| .....
For images: Embed | Image (or something like that ... 4th option from the
left in main - menu) (using a Dutch OE version here)
(I'm quite positive this is the same method you use for embedding your
files)

If this wav plays for you, then we know we have to look into your OE
settings if there is anything prohibiting you from doing the same

In IE: ToolsInternet Options. Delete the TIFs and Offline Content. In
OE: Compact all your folders.

Click on Outlook Express at the top of the folder tree so no folders
are open. Then: FileWork Offline (or double click Working Online in
the Status Bar).
FileFolderCompact all folders. Don't touch anything until the
compacting is completed.

Run a Defrag and try. If still no joy, it is possible that you have a
damaged identity in OE. Create a new one. FileIdentitiesAdd New
Identity and test it. If that works you can import your messages from
the old ID and delete it.

Have you check with your ISP/Mail service and see if they have a
policy on
the size of a single message, or files that are attached to them.
Some
services have put limits on the size of messages sent through their
service
to stop file sharing of media files.
