Default New OS installed with strange numbers as directory

Hello, I have reinstalled my operating system and done all the updates
needed but now I have two folders on my C drive that read as:

cf9dcc75f0fe81c0cad0f211159e1d9

and

d9c0ac08735842375417

can I delete these as there is only one folder in each both the same named
"update" and in thoes folders are one file the same called update.exe -
700KB in size. I know I can make them hidden though deleting them sounds
better to me.

There are latent folders of Windows HotFixes.

They can be deleted. Somtimes however you'll get "access denied" and will
have to take ownewrship of the folders and then they can be deleted.

In addition to David's mention of the possibility of having to take
ownership, make sure you have rebooted before trying to delete them.
The update installation process may still be active until a reboot.
