Error 676 + Phone line is busy

hi
I have got new internal modem and installed it with its
driver.
In the device manager, it shows this device is working
probably.
But when i try to connect to internet via dial up
connection, it dials less numbers and after some time its
gives following error..
Error 676 : Phone line is busy.Please try again or later.

I verified my dialed numbers..there is no problem..

Any help would be appreciated..
