Get and install the Android SDK. It's free. Alas, it relies on Java so
you have to install that, too. You don't need to install the Java
plug-in into the web browsers but just install the Java interpreter.

There's Arc Welder but it's an extension that runs inside of Google
Chrome, so obviously you need that web browser.

You can use a virtual machine in which runs the Android OS. VirtualBox
is a free VMM (Virtual Machine Manager). I forget where but you can get
pre-built VMs for Android. See:
