It would be very unusual to find startup options in a program's properties
sheets. It's one of the places that you can check for clues about what a
program is. If you can figure out that, you might be able to figure out
what the program does. And from there, you decide if you want it in startup
or not. If you want to disable it, open main program window and look for
menus that control startup behavior

If no options found, then start tracking down where the command is that is
loading the program (registry or startup folder) and disable there.

Or use a program that helps you to manage startup items like MSCONFIG,
Startup Cop, etc.

Did you read what I wrote? I spent a long time writing it out. You're very
close to "getting it" but are skipping on details and getting confused.
That item (the one that you put an arrow next to) is the location where
the
Norton item (right above the line with the arrow) is being loaded from. If
you weren't able to disable this startup item via Norton's menus, you
could
accomplish the same thing by deleting the relevant registry key that
mentions navap32.exe.

## Options is the best place I learned. :-)

Or use a program that helps you to manage startup items like MSCONFIG,
Startup Cop, etc.
