Default Fatal error-USB not recognized

I have tried every possible solution, the issue is adapter USB 108 siemens,
I have installed and it had worked properly for months, than i had installed
it to second computer and it worked, and got it back to my first computer,
and than the device has malfunction, USB not recognized.
I uninstalled softweare but nothing, installed it again but had problems
with that.
Then...the win had device "installed" but USB not recognized when i puted
this adapter into usb port. I deleted regitry vid files, and let the xp
install its driver on it own. But again usb not recognized. I had put
another usb 2.0 device stick into this usb port but again the same.... So
don't know what to do further, i tried recover win original cd xp, but don't
have an recover options. So, wht to do...
The pop up message was from time to time, that this device can run faster,
obviously it's an 1.1. usb port and the devices are usb 2.0 compatible, but
they're 1.1. backward compatible, don't know about thi port. I doubt it's
broken, but know what to do. It's very very important to cause i need this
laptop to work with wirelles ad hoc. Is maybe to reinstall xp again a good
option, bu don't know what will happen to files on computer i have tried to
install motherbord chipset drivers again, but neither worked.????????

You may need to do a complete "reset" of hte USB ports. Unstall every
USB device (except mouse / keyboard) and then remove all "USB
controllers." When you have finished, reboot the PC and let XP re-
detectthe USB controllers / ports. Then, start re-connecting the USB
devices.

Default Fatal error-USB not recognized

Didn't solved this problem, after reinstallation of xp. Then after formating
harddisk and reinstallation of xp neither. It seems harware, but i doubt
somehow, because it recognizes the stick as usb but suddenly after don't.
??
You have my e-mail if you find solution. I suspect it's electricity and that
domain.
Good luck
