Default Can not navigate to "Sponsored Links"

In pages that have sponsored links, or sometimes in links required to
complete a transaction, I get the following message:

"The page cannot be displayed
The page you are looking for is currently unavailable. The Web site
might be experiencing technical difficulties, or you may need to adjust your
browser settings."

I have done EVERYTHING I can think of to solve this problem (Adjusted
security settings, disabled pop-up blocking software, shut off firewalls,
etc.). I have run registry checks, ran an IEExplorer Fix utility......and
more and more.

Can't solve this and really need to navigate to a specific site to apply for
something.

Please help if you can.
