Default Windows Messenger Won't load up on Window startup

I'm running WinXP pro with SP1, and I'm running windows
messenger v4.7.2005 My problem is that Windows messenger
recenly will not load when windows start up. I have "Run
this program when Windows starts" and "allow this program
to run in the back ground" options checked, but messenger
will not load on windows startup. I have uninstalled the
messenger with this command: RunDll32
advpack.dll,LaunchINFSection %windir%
\INF\msmsgs.inf,BLC.Remove
and then reinstalled messenger, but it still will not
load at startup. Any help would be greatly appreciated.
