Default PCI slots Misidentified by Windows XP

If you haven't done so already, go to the site below and
insure you're not missing any updates. There seems to be
some that fairly recent. At first glance, the problem
appears to be bios/chipset related.

I have an ASUS A7N8X motherboard computer. I installed
WinXP Pro on it. The ASUS utility program correctly
identifies the five PCI slots, however, XP does not. It
identifies them as numbers 4 through 8, when they are
numbers 1 through 5. I have tried installing a US
Robotics 5610B internal 56k PCI modem on each of the five
slots, but it won't work in any of them. Windows will
detect and install the drivers, but the modem will not
work. I have tried various com port settings. When
queried from device manager, the modem responds, but it
won't dial out. It appears that XP is confused as to
where it is located. I have tried other PCI cards with
the same results. Any thoughts or suggestions will be
greatly appreciated. I don't have much more hair to pull
out.
