Default softrware installation under windows XP

Hello,

I do not like the way softwares are installed in windows
XP using more then one user. Let me explain that. I have 3
users setup under my windows XP Professional. The problem
is this. Everytime that I am trying to install a software,
for a limited account, windows gives me that message that
I am not allow to install the software because I do not
have administrator privilieges.

Therefore, I always install the software under the
administrator account. That is fine so far, however some
of the software that I install are not accessible under
the other limited accounts. The icons appear but everytime
I try to run them it gives me a message that it could not
load some files.

My question is this. How do I install softwares in windows
XP pro and make that software only available to one
limited user account (not any other account).

I have looked into the help section and I found some
information regarding software publication were the
administrator publishes the softwares in the add/remove
section and the user choose to install the software or
not, but it is not clear to me how to set that up.

One more thing, in the group policy that it talks about,
it says to look in the windows installer. I looked but the
windows installer does not show.
