error message

I have been trying to load software from microsoft
outlook, that I downloaded from the internet. I have also
been trying to re-register my recent upgraded computer on
the internet. I continue to get an error message #1303,
stating in part that I did not have permission, or the
privilege to load this program. It is also preventing me
from registering my xp professional program. Can you help
me with this problem. I have been trying to solve it thru
information given thur the help and support section on
the control panel, under the security section. It is
instructing me to change or set up a template. There has
got to be simpler way to handle this problem.
