how can i get my computer to start up at a certain time
and how do i use my text to speech program in word or
notepad?

Hi,

To start at a specific time requires that the BIOS supports it, check your
motherboard or system manual. There is nothing you can do from within
Windows, as Windows would not be running to initiate the startup sequence.

I do not believe text-to-speech will work with those basic programs.
