Default Windows XP doesn't fully load on startup, use CRTL ALT DEL then lo

Windows XP doesn't fully load on startup. I get blank desktop and nothing in
the task bar. I use CRTL ALT DEL and can see almost everything is listed
with no user in the user column. I then click Shutdown and LOGOFF. It takes
about 30mins for the system to save my personal settings. Once that is
complete, I can click on my user profile to log in again. On the second try
everything loads fast fine and properly.
Anytime I restart, shutdown, or startup from fresh the profile doesn't load
fully and have to do the above to get it to load.

Is there a fix for this?

Use the run command in task manager and type in explorer.exe click OK and
see if your desktop loads.

Same thing here.. I even tried doing a system restore to 10/13, 14, and 15
and it won't allow the system to restore!!
