Default Hopefully An Easy Question About Gpedit.msc

Hello, all! I have what I hope to be an easy question for an XP pro/2k
user.

My chief at the fire station has requested that I "lock down" one of
our computers so that the only thing our firefighters can do is use
one program (an alphanumeric paging program, to be specific).

I have used gpedit.msc to lock down all aspects of the desktop,
context menus, start menu, etc, etc, etc.

The account they'll be using has been named "Page."

The question is, though...all the features I have locked out occur
under all user accounts. So when I login as Administrator the only
thing I can do is run the paging software until I go into gpedit.msc
and temporarily disable the configurations.

This computer is a standalone Win2k machine that is not on a network
of any kind.

How can I make it so that Page is completely locked down, but
Administrator (or any other account) remains open?

Please help.
