The purpose of cutting the nuts off an OS, is to prevent
CPU wastage of any sort, on WinSYS folder maintenance activity.

Even if you found a "magic stopper", you should be on the
lookout for CPU activity that cannot be explained. Windows 7
for example, some IT people during the "problems with WU"
era, complained that Win7 would "rail on a core every hour
or two", even though no actual update activity could take
place (because at the time, WU was broken). The reason the
IT people were concerned, is some low-resource desktops
(signs of a cheap employer), they could be run out of RAM
by Windows Update and the scan. Which caused the employees
sitting at the machines, to "go idle". And you know how
irate managers get, when the IT staff cannot tame the
computer pool. Microsoft responded at the time, by adding
a "memory compressor" to Windows Update, so it wouldn't
be quite as much of a pig (a bandaid, instead of really
fixing it). To their credit though, Microsoft at least
listened to the IT staff concerns. They got more attention
than mere users would get.

If you use the above utility, I would at the very least,
keep a watchful eye on Task Manager for a day or two,
to determine that the subsystems involved are "taking
a dirt nap" as assumed happens.

I'm not advocating for stopping version upgrades. I
just think it's sad that users notice the differences
enough, to know that 1709 is a better choice than any
modern version. I see it right away, as soon as
I boot that 1709 VM (with wuaueng renamed). I can actually
do stuff in the VM. Which I'm told, is what an OS is for :-/

I've done extensive studies with various utilities to disable WAU. There is a
'companion' utility (Spybot) I use with it to manage spyware and other 'under
hood' activities on a half dozen new Win10 systems, and have monitored them
while continuously running over as many weeks; - 2 of these machines are mine
and both are still running 24/7 so I can monitor periodic (timed) system
activities. Now the average user won't do any of this monitoring, but IMO that
doesn't matter to me as much as does my recommending non-bogus solutions to
others. (I try hard to do my homework; - I consider your sage input in these
forums along with a few others' a valued resource!)
