What's happening is that when Vista and Windows 7 create a shortcut icon
it first draws the icon, then puts another graphic of a curled arrow
over the top of the icon. So apparently your system is not able to
locate the arrow graphic as it's either been deleted/moved, or the
registry entries that point to it have been removed or altered.

If you want to remove the arrow from the shortcut you can use the
Ultimate Windows Tweaker for Vista and Win7. You can get it he

What it does is replaces the arrow icon with a small transparent icon so
that your program icon appears without having an arrow on it.
