Default Preventing and removing security blocks in file properties/attribu

Does anyone know (a) how to prevent WinXP SP3 from adding the new "Security"
file attribute to every single file I download, and/or (b) whether there is a
global command to unblock the "Security" file attribute for all files I've
downloaded since upgrading to SP3, rather than having to click "Unblock" for
every single file? Thanking all responders in advance ... Dave
