Default Minimum rights on XP Pro to install Wireless card and run RemoteDesktop?

We would like to setup XP laptops in a way that the user can install
their own wireless card, connect to the internet, launch VPN and
launch Remote Desktop. They do not need to be able to do anything
else.

Can we just add them to the network configuration operators group and
use the local security policy to load and unload device drivers or
would more need to be done? Will a wireless card install with just
those rights?
