Default Unable to open .msc files

Logged in as Administrator, but unable to open any of the Administrative
tools. This is the message I get

"Windows cannot open this file:
File: compmgmt.msc (for example)

To open this file, Windows needs to know what program
created it.
(options are to use the web service to find the appropriate
program
or select program from a list - neither of which work).

Appreciate your help.
Michael
