Default Using CD Drive freezes CPU & CPU Usage is displaying 100%

Recently whenever I try using my CD Drive my pooter freezes up on me. My
roommate noticed that in my 'Task Manager' under the Performance Tab, my CPU
Usage was reading 100%. He says it could be a virus, but I scan my system
periodically and it always comes up clean. He also mentioned the possibility
that my IDE cord could be the problem. I can't afford to have someone work
on my system, and I was hoping that someone could give me a few suggestions.
Also, since I've been having this problem, my Floppy Disk drive won't even
Format a disk. I would greatly appreciate any help I can get. And Thank
