Default Horizontal bars on monitor

My daughter's monitor just starting displaying horizontal bars across her
screen. It only appears to happen with text. It kind of looks like row
shading on an Excel spreadsheet. The text is clearly visible, it's just
that there is the horizontal bar or shading along with the text. She
thought it was her monitor and she replaced the monitor along with it's
video cable. I am now thinking it might be the video card. She is on the
latest driver, so I don't think it's the driver. We can always remove and
reinstall the driver if anyone thinks that will help. Any suggestions would
be greatly appreciated.

Did you try booting into Safe Mode? Safe Mode uses the generic VGA drivers
and if the bar is gone then I would suspect the video drivers or card
itself.
