Default Fax Priority

I have a Server 2003 network fax server setup with Windows XP clients. When
a WinXP client sends a fax the fax wizard starts up. Near the end of this
wizard there is an option to select the priority of the fax. The problem is
that the "High" priority is grayed out and cannot be selected. Anyone know
how to enable that?
