Default Windows 2003 printer configurations

Hi all -

I've been fighting a problem where my XPsp2 clients have not been
receiving a printer configuration. If they install printer, and make a
change to local printing preferences, my central configuration never
refreshes onto the client. I found the following support document:

It says clearly that I should be able to re-set the local printing
preferences on connection to the printer which I assume means on each
logon - I can see the ID 20 events in the system event log -which
means the drivers are being reapplied.

Now Windows 2k3 server is missing from the "products this document
applies to" section.

Anyone have an idea if this applies to Windows 2003 server? Does
anyone know of another document which talks about the local
configurations like this one does?

To be more specific - the devices are Ricoh Afico MP 3500 and 4500
class multifunction color printers. At the advice of our vendor to
fix a particular A4 printing issue (we are in the states, but commonly
receive A4 documents from overseas) I upgraded PCL5c drivers to PCL6.
Now I have no ability to force a Black and White configuration - once
an application prints in color - every application prints in color.
