I didn't know that area had a special name! The document you linked to had been removed or renamed but I did find one that discusses this. I am sure this is easy to do once you understand what they are saying there, but I tried it and was not able to add the desired folder. Thats the strange thing many wonders why and that is what Microsoft does. As you said, only they can explain it.
