Bit of detail as to what exactly you mean wouldn't go amiss... Eg, what
program's "menu bar"?

Default a organize tab in menu bar

The "Organise"LayoutEtc I've only seen in Vista
Vista, by default, does not let you see"file, edit, view, etc"
You click on Organise to get the Menu bar, etc.
