Default Low level access to unformatted 1394B and USB disks from non-admin

I have a WIN32 program which must access unformatted 1394 and USB drives
(using \\PHYSICALDRIVEn ). However, I need the program to run from a
non-admin account.

Is there a way to open up selected physical drives to non-admin access?

Or to specify that specifically my program can access physical drives, even
though the user is non-admin?

Or do I have to write a "pass through" device driver or service to
accomplish this?
