Default USB Admin vs Limited Settings

I use a usb flash drive for option control in a program I have written.

To make sure the flash drive is not a "copy" I check the usb serial number.

When logged in as an Administrator everything works perfectly.
When logged in as a limited user I can not access the flash drive serial
number but I can access the flash drive (copy, paster etc...)

Is there a setting I can change to allow access to the flash drive serial
number when logged in as a limited user?
