Internet pages do not open

I installed a program, but it did not installed
completelly. After that my computer connected to the
internet but the pages do not open, any website. I can
see that my conncetion is on. My system restore was OFF
and I cannot restore to a previous date or time. I do not
know what to do. Any help ?
