Default User rights for Disk Cleanup

I would like to allow personnel on our network to be able to use Disk Cleanup
but it will not operate at the User Permissions level. I have also tried
scheduling the task using the RanAs administrator without success Is there a
registry edit or local or group policy I can apply that will allow them to
run this utility?
