Default Fax and Dialer not applying international access code

I have just added the Fax option to my system (XP SP2) but it will not
apply the international access code when it sends. It displays the
number as, eg 00 44 123 456789 but dials it as 44 123 456789. It handles
in-country calls correctly. It behaves the same if you get the number
from the contacts list. The only way to send an international fax is to
disable dialing rules and enter the whole number manually. I have tried
reinstalling the fax option but the results are just the same.
