Default Add Printer Button in Control Panel Not Working

When I choose the Add Printer button in the Printers dialog box of Control
Panel, nothing happens.
I found a link from Microsoft website
(http://support.microsoft.com/?scid=k...8343&x=10&y=9), but it is
just for Windows 3.1.

Fix it.

I found the file C:\WINNT\System32\cfgmgr32.dll is very old (Modified 1996),
replaced it with a new version of that file (Modified 2004), the problem
gone away.
