Safe Mode (F8) doesn't work.

If the keyboard works with the BIOS setup then it should be able to select
F8 (or any other F at boot time) as the keyboard appears to the PC as a
standard wired keyboard. I assume that the other end of the wireless link
is a USB dongle type device.

Some wireless keyboards are encrypted when installed into windows (either
you are prompted for a key or one is generated automatically). Such
keyboards won't work before the windows encryption software is loaded.
The really good ones turn off the encryption as part of the shut down
process (so they will work at boot time), but they are not all that
common.

Others rely on a windows driver (which obviously isn't loaded at boot
time).

In your case, it sounds as though a wired keyboard is required.
