Is there any way to create a user on my pc and deny them
access to the internet except to use outlook express?
without buying any programs and just use windows xp and
passwords

It can be difficult, you could hide the desktop IE icon via the
Display control panel, also you can hide the iexplorer.exe program in
c:\PRogram files. TRouble is , IE is integrated into Explorer on
Windows XP, so typing an HTTP address in an explorer window can
display web pages too...
