Default Open File Security Warning - Tried Everything

Running XP pro clients and Win2k server

I've seen a lot of questions about this and tried all solutions but nothing
is working....

I have a program that is installed on a server. We want to setup a script
or some other way for it to run without user intervention. Is there a way to
bypass the "Run/Cancel" option of the "Open File Security Warning" screen
either with a registry tweak, a command line switch or something? The GPO
settings, and IE Security tab settings don't seem to do anything at all. This
program was installed via CD.
